About this opportunity
The Michigan Department of Transportation (MDOT) Metro Region is requesting proposals for as-needed barrier wall repair services across Macomb, Oakland, and Wayne Counties, with proposals due at 12:00 p.m. Eastern on September 29, 2026, and an optional pre-proposal meeting scheduled for September 21, 2026, at 9:00 a.m. Eastern via Microsoft Teams. Bidders must hold current MDOT prequalification in categories J (Miscellaneous Concrete Items) and Ba (Concrete Pavement Patching and Widening), and all bidders and subcontractors must be registered with Michigan's Department of Labor and Economic Opportunity under Public Act 10 of 2023.
Work encompasses repair of Type A and Type B single- and double-face concrete barrier walls on state routes, including saw cutting damaged sections, removal and disposal of damaged concrete and steel, installation of epoxy-coated reinforcement bars (dowel bars adhesive anchored horizontally and vertically per specification), concrete patching, and maintenance of traffic. The scope also includes glare screen installation, shoulder and sidewalk concrete work, and freeway closure management. Schedule B pricing accommodates 15 line items with estimated annual quantities ranging from 16 to 2,950 units. Bidders may submit uniform pricing across all three counties or differentiate by county; failure to complete the pricing schedule as requested results in disqualification.
The contract runs one year from November 1, 2026, through October 31, 2027, with four optional one-year renewal periods at the State's sole discretion. The anticipated contract value may exceed $500,000, requiring State Administrative Board approval. Prevailing wage requirements apply separately for each county; rates are compiled from collectively bargained agreements and cover both base wages and allowable fringe benefits. Contractors must maintain comprehensive insurance coverage: commercial general liability ($1 million each occurrence / $2 million aggregate), umbrella/excess liability ($5 million each occurrence / $10 million aggregate), automobile liability ($1 million per accident), and workers' compensation per applicable law. Award will be made to the responsive and responsible bidder offering the lowest price that meets all pass/fail evaluation criteria.
