About this opportunity

The City of Dallas is soliciting bids to establish a five-year Indefinite Delivery/Indefinite Quantity (ID/IQ) service price agreement for barricading and traffic control services, including rental, delivery, and setup of barricades and message boards for the Water Utilities department, with bids due September 4, 2026 at 1:00 p.m. The City establishes a 7.10% Small Business Enterprise (SBE) participation goal under its DRIVE Policy, requiring prime contractors to document good faith efforts to meet this target.

Services include barricading setup and removal for five-day periods, message board and arrow board rentals, traffic control plans, and truck rental with crash attenuators. Bidders must demonstrate a minimum of three years' experience in barricading and traffic control services and hold ATSSA Traffic Control Technician certification. Performance is measured by response times and equipment maintenance standards. All general service contracts exceeding $50,000 must comply with a wage floor of $23.06 per hour under Dallas City Council Resolution 15-2141.

The contract commences upon City Council approval and execution, with a one-year renewal option. Pricing must remain firm throughout the initial five-year term, with adjustments considered only upon renewal or extension. The City reserves the right to award to the lowest responsible bidder or in the method most advantageous to the City and maintains sole discretion to reject any or all bids. Bidders within three percent of the lowest bid qualify for local preference consideration if based in Dallas with Dallas resident employees.

A pre-bid meeting is scheduled for August 19, 2026 at 3:00 p.m. via Microsoft Teams. Bidders must submit questions electronically by August 23, 2026 at 11:30 p.m. and submit a $100 bid security. Bids are submitted through the City's Bonfire portal.
