About this opportunity
Wake Technical Community College is requesting proposals for comprehensive banking services with a proposal due date of November 4, 2026 at 2:00 PM EST via virtual bid opening through Microsoft Teams. The College requires the banking institution to be federally or state-chartered with full-service branch facilities in Wake County, with at least one branch located within 15 miles of the Southern Campus in Raleigh — a geographic and charter qualification that filters eligibility.
The scope encompasses ACH debits and credits, wire transfers, daily deposits, returned items processing, check processing, stop payment orders, electronic information reporting, employee direct deposits, positive pay, ACH fraud control, overdraft protection, collateralization of accounts, cash and coinage services, credit card settlements, and online banking capabilities. The College will require the awardee to designate a contract manager and customer service point of contact and to participate in monthly business review meetings.
The initial contract term is three years beginning July 1, 2027, with pricing firm for the entire period. Pricing shall be submitted on a Schedule of Fees (Attachment A) with separate line-item fees for each service category across all three contract years. The vendor must begin work within thirty business days of contract execution.
Evaluation is structured on a 100-point scale: technical approach (30 points), vendor experience (30 points), account management and transition plan (15 points), interest rate and investment return (15 points), and pricing (10 points). Written questions are due October 23, 2026, with responses by October 28, 2026. Contract award is anticipated for January 2027. Vendors must demonstrate financial stability through a Certification of Financial Condition and provide evidence of North Carolina Secretary of State registration prior to contract award. The College reserves the right to negotiate with one or more vendors, reject all offers, or award to a single vendor based on best value.
