About this opportunity

The City of Madison Heights is soliciting proposals through Request for Proposal #MH-1082 for replacing ballfield backstops and dugouts at Rosies Park in Oakland County, Michigan. The procurement involves removing and replacing approximately 150 feet of existing 15-foot-tall chain link fence and two 10' x 30' 4" concrete dugout slabs across two softball/baseball fields. Key deliverables include comprehensive fence removal, materials procurement, installation, and disposal, with an optional alternative for the City to handle removal independently. A mandatory pre-bid meeting and site walkthrough is scheduled for Monday, September 15th, 2025 at 1:00 PM, starting at Rosies Park and continuing to Huffman Park. Proposals are due by September 19th at 11:10 AM EST, with work expected to commence no earlier than October 13th, 2025. The project must be completed within 60 days of the Notice to Proceed, with work restricted to Monday through Friday from 7:00 AM to 7:00 PM. Evaluation criteria will focus on bidders' experience, qualifications, proposed design, references, and overall cost.

The contract appears open to all qualified contractors, with no specific set-aside designations mentioned. Bidders must complete a qualification questionnaire and non-collusion affidavit, and provide a 5-year warranty on workmanship. Contractors are required to carry $1,000,000 in general liability insurance. The City of Madison Heights is a member of the Michigan Inter-Governmental Trade Network (MITN) Purchasing Cooperative, which potentially allows other participating agencies to utilize the resulting contract. While specific budget ranges are not explicitly stated, the comprehensive nature of the project suggests a substantial investment in infrastructure improvement. The project includes specific requirements for dugout canopy/covering and allows for potential alternative approaches to removal and disposal, indicating flexibility in implementation. No incumbent vendors or existing technology integration requirements were specifically identified in the procurement documents.
