About this opportunity
The California Governor's Office of Emergency Services (Cal OES) is requesting quotes for janitorial services at its Baldwin Park facility, with responses due August 4, 2026, and a mandatory walkthrough on July 28, 2026. This solicitation is restricted to California-certified Small Businesses, Micro-businesses, or Disabled Veteran Business Enterprises — Cal OES must obtain quotes from two or more certified entities to satisfy Government Code Section 14838.5 requirements.
The scope covers approximately 1,500 square feet of office and shop/warehouse space. Weekly services include restroom sanitization, floor maintenance, trash removal, and dispenser restocking. Monthly services include high dusting, window washing, and carpet vacuuming. Semi-annual services include carpet shampooing and floor stripping, waxing, and buffing with anti-static wax in sensitive equipment areas. Services are performed on Tuesdays beginning at 8:00 AM, excluding state holidays. All personnel are classified as consultants and must file Form 700 with the Fair Political Practices Commission. Contractors must maintain a minimum of three years of corporate or industrial janitorial experience, hold all required state licenses and permits, and provide proof of bonding for employee theft or property damage. Compliance with Green Seal GS-37 green cleaning standards and use of post-consumer recycled content paper products are required. Subcontracting is prohibited.
The contract value does not exceed $249,999.99. The contract term runs from September 1, 2026 (or upon Department of General Services approval) through June 30, 2029. The initial budgeted amount is TBD; Cal OES makes no guarantee regarding actual service hours required. Compensation follows Exhibit B-1 Cost Sheet with a minimum hourly rate of $16.31 for janitorial labor and $15.51 per hour for employee benefits as of 2026, subject to change under Government Code Section 19134. Contractors must carry workers compensation insurance with $1,000,000 employer's liability limits, commercial general liability insurance of $1,000,000 per occurrence/$2,000,000 annual aggregate, pollution liability coverage of $1,000,000 per incident/$2,000,000 aggregate, and valid automobile coverage. Questions are due July 29, 2026 at 4:00 PM; responses will be provided by July 31, 2026.
