The scope consists of demolition of existing equipment and installation of a 450-kilowatt diesel standby generator with a 24-hour fuel tank and a new 1600-ampere service-entrance-rated automatic transfer switch with bypass isolation. Work includes electrical distribution with approximately 540 linear feet of 4-inch PVC conduit and associated cable runs at multiple locations (P1000, P2000, P3000), installation of a docking station for temporary generator support, and modifications to the existing motor control center. All work must be performed during regular business hours of 8 a.m. to 5 p.m., Monday through Friday, except City-recognized holidays.

Contractors must commence work within ten working days of the Notice to Proceed and complete all work within 547 calendar days from commencement. A one-year warranty period applies from final acceptance. Liquidated damages of $395.00 per calendar day apply for work incomplete after the contract completion date.

Bidders must submit a 5% bid security (certified cashier's check or Texas-licensed surety bond) and, if awarded, furnish performance and payment bonds equal to 100% of the contract sum from sureties rated "A" by AM Best, Moody's, or Standard & Poor's. All unit prices must remain firm throughout the contract duration. Bids must be submitted electronically through the City's bidding portal (https://mcallen.procureware.com/). Public bid opening follows immediately after the 3:00 p.m. deadline. Prevailing wage requirements and workers' compensation rules apply. Bidders must file Form 1295 (Certificate of Interested Parties) if the contract value meets the Texas Government Code Chapter 2252.908 threshold. The City reserves the right to award to the lowest responsive responsible bidder or the bidder providing best value and may hold bids for up to 60 days.
