About this opportunity
San Bernardino County is requesting sealed bids for labor, materials, tools, and equipment to complete the Baker Family Learning Center Expansion at 2818 N Macy Street in Muscoy, California, with bids due September 30, 2026 at 10:00 a.m., and a mandatory pre-bid meeting on September 17, 2026 at 10:00 a.m. at the project site. Attendance at the pre-bid meeting is required for bid responsiveness. A California Contractor's Class "B" License is a mandatory qualification to bid.
The scope comprises a 3,514 square foot expansion with three building additions and associated structural, architectural, mechanical, electrical, plumbing, interior, and site improvements, plus ADA upgrades. The construction cost estimate ranges from $2.8 million to $3.2 million. The project completion timeline is 300 calendar days from Notice to Proceed, with liquidated damages of $1,500 per day for work remaining incomplete beyond the specified period.
Prevailing wage requirements apply under California Director of Industrial Relations determinations; contractors must submit weekly certified payroll via the LCP tracker system. Contractors must comply with California Air Resources Board in-use off-road diesel-fueled fleet regulations and provide certificates of compliance. All subcontractors performing work exceeding one-half of one percent of the total bid must be designated in the bid proposal with valid California contractor licenses and Department of Industrial Relations registration.
Bid security of ten percent of the base bid is required as a certified check or surety bond. The successful contractor must furnish payment and faithful performance bonds each equal to 100 percent of the contract price within ten calendar days of award. All bids remain valid for 60 days following the scheduled bid opening. Sealed bids may be submitted through the County's ePro electronic procurement system or in person at the Project and Facilities Management Department office. The bid will be opened virtually via Microsoft Teams.
