About this opportunity

The State of Alabama Office of the Chief Procurement Officer is soliciting Quick Quote responses for an FY2027 Oxford University Press subscription, with responses due September 9, 2026.

This is a Quick Quote procurement through the Alabama Buys platform with a maximum total contract cost of $25,000 and an option for annual renewals by written agreement up to a total contract period of five years from the effective date. Suppliers must be registered in Alabama Buys and submit responses electronically through the platform prior to the solicitation close date and time.

All supplier inquiries must be submitted online through the Supplier Portal. Suppliers must accept multiple forms of electronic payment at no additional cost to the State, including state-issued credit cards, P-cards, and EFT transfers. The State of Alabama is exempt from paying sales tax and will furnish an exemption letter upon request.

Eligibility requirements include current registration with the Alabama Secretary of State for foreign entities conducting business in Alabama, enrollment in the E-Verify program if employing workers in the State, current Alabama sales and use tax registration and remittance, and compliance with federal immigration law. By submitting a quote, suppliers affirm they have read and understood the solicitation, agree to furnish items or services at the quoted price, will comply with all terms and conditions, certify they have not engaged in collusion among bidders, and acknowledge they are not barred from bidding or entering into contracts with the State. Price escalation requests are limited to 5 percent of the annual contract cost and must be supported by documentation and industry-specific or CPI data. The State reserves the right to conduct cost realism and price reasonableness analyses on all bids and may request written proof of supplier qualifications, manufacturer authorizations, professional licenses, and certificates of insurance after bid opening.
