About this opportunity

The State of Alabama Office of the Chief Procurement Officer is soliciting quick-quote responses for an EBSCO Database Package subscription covering October 1, 2026 through September 30, 2027, with responses due October 6, 2026.

Suppliers must be registered in Alabama Buys and submit responses electronically through that platform. By submitting a quote, suppliers affirm compliance with all terms and conditions, certify they have not engaged in bid collusion, and confirm they are not barred from contracting with the State. The Beason-Hammon Alabama Taxpayer and Citizen Protection Act applies; suppliers employing workers in Alabama must maintain E-Verify enrollment and register with the Alabama Secretary of State if a foreign corporation. Disclosure statements are required for contracts exceeding $25,000.

Any resulting contract may be renewed annually by written agreement for a total contract cost not to exceed $25,000 or a maximum period of five years from the effective date. Pricing is subject to cost realism and price reasonableness review at the sole discretion of the Chief Procurement Officer. Suppliers may request price increases during performance if material, labor, or other cost components increase significantly through no fault of the supplier, provided such increases do not exceed industry-specific price index increases or the Consumer Price Index and do not surpass 5 percent of annual contract cost. The State of Alabama is exempt from sales tax and will furnish exemption letters upon request.

The contract is governed by Alabama law with exclusive venue in Montgomery. The State retains sovereign immunity and the right to cancel for convenience with reasonable notice.
