About this opportunity
The City of Austin is requesting proposals for an enterprise telephony and unified communications system replacement at Austin-Bergstrom International Airport, with proposals due August 27, 2026. The scope consolidates existing Cisco Unified Communications Manager and NEC SV8500 PBX systems into a single premises-based platform, requiring full system transition within 270 days of project kickoff with migration and cutover activities scheduled between 7:00 PM and 4:00 AM to minimize operational impact.
The awardee must provide labor, materials, equipment, software licenses, configuration, testing, training, and professional services for implementation and post-go-live support. Deliverables include network assessment, system design, installation, cutover planning, testing, training, knowledge transfer, and 30 calendar days of post-go-live stabilization support. The Initial Maintenance and Support Period of 365 days following Final Acceptance is included at no additional cost.
The initial contract term is 48 months with two optional 36-month extension periods at Austin Aviation's sole discretion. Following the initial support period, ongoing maintenance and support services include 24×7×365 coverage, at least one full-time on-site technician Monday-Friday 8:00 AM–5:00 PM, preventative maintenance, software updates, and spare parts inventory maintained at 10 percent of deployed component quantities.
The Service Level Agreement mandates 99.9 percent availability during operational hours (24×7×365 excluding scheduled maintenance), with response and resolution time targets for four incident priority levels. Monthly invoice deductions of $200 to $2,500 per incident apply for SLA non-performance, depending on priority level. The contractor must demonstrate seven years of enterprise telephony experience with three comparable implementations; assign personnel with current manufacturer certifications and specified experience levels; maintain an on-site Lead or Senior technician throughout the contract term; and provide a dedicated Project Manager with seven years of professional experience including five years of project management in similar roles.
