About this opportunity
Huron Valley Schools, in partnership with the CoPro+ cooperative purchasing program managed by the Public Procurement Institute of Michigan, is requesting qualifications to pre-qualify multiple vendors for a statewide AED contract covering equipment, inspection, maintenance, repairs, and supplies for school districts and public municipalities across Michigan, with proposals due September 25, 2026 at 12:00 p.m. Eastern Time.
The scope encompasses Phillips Heartstart FRx AEDs and other makes and models; annual inspection and maintenance pricing; hourly repair rates; percentage markups for parts; and unit prices for supplies. All equipment must be new in the box, capable of operating for both adults and children, with no refurbished units accepted. If onsite repair is not feasible, vendors must provide a loaner device until completion. Service level agreements include a 2% invoice credit per day for late or improper completion and a 1% invoice credit per day for customer service responses exceeding 2 business days. Huron Valley Schools currently maintains 34 Phillips HS FRx units and 2 G3 PH PLUS FA units.
Pricing must be quoted on an F.O.B. Delivered/Destination basis with Net 30 payment terms, all shipping costs included, and prices exclusive of sales tax and federal excise tax. Vendors must guarantee price stability for the entire contract term and may offer promotional pricing subject to Huron Valley Schools approval. The awarded vendor must pay a 2.0% administrative/remittance fee to PPIM and provide quarterly reports.
Proposals are evaluated on a 100-point scale: Statement of Work (40 points), Company Profile (25 points), References (20 points), and Pricing (30 points). Proposals receiving 80 or more points are considered for award. Multiple vendors may be selected. The resulting contract term is three years with two one-year renewal options. Questions are due September 9, 2026, with answers posted September 11. Virtual bid opening occurs September 25 at 12:10 p.m. Award is anticipated in November 2026.
