About this opportunity

Travis County Water Control and Improvement District (WCID) is requesting proposals for design, fabrication, construction, and testing of a new 250,000-gallon welded steel single pedestal spheroid elevated water storage tank with associated piping and site improvements at Point Venture in Austin, Texas, with bids due September 10, 2026.

Qualified contractors must have designed and built a minimum of five single pedestal spheroid style welded steel elevated water storage tanks of 250,000 gallons or greater capacity within the past ten years and must submit prequalification documentation fourteen days prior to bid opening if not pre-approved. All work must comply with AWWA Standards D100-96 and D102-97 and TCEQ requirements. The tank design must accommodate a 25 psf snow load, 100 mph wind load from any direction, and Zone 0 earthquake resistance, with a 1/16-inch minimum corrosion allowance for wetted areas. The tank shall maintain an operating range of 30-ft +/- 3-ft with inlet and outlet pipes appropriately sized and configured. Tank diameter is typically 48 feet but may vary based on manufacturer standards while maintaining the 250,000-gallon minimum capacity and 959.5-foot overflow elevation.

The scope includes a concrete floor and foundation (6-inch minimum access drive thickness), steel panel fabrication and welding, an asphalt overlay (2-inch Type D) for Summit Ridge Drive and Venture Drive, and rock rip rap specifications (8 to 10 inches thick). SCADA integration must use an approved integrator; Neltronics is identified as approved. Site work hours permit Saturday work from 9 a.m. to 6 p.m. with no Sunday or holiday work.

Upon completion, the tank must pass a watertightness test with liquid volume loss not exceeding 0.0005 of tank capacity per 24 hours and must be sterilized per AWWA C652 using liquid chlorine or sodium hypochlorite, with residual chlorine verified at 2.0 mg/L or less. The contractor provides a one-year guarantee from substantial completion covering defects from faulty design, workmanship, or materials. Addendum No. 1, posted September 1, provides critical clarifications on these requirements. An alternate bid item addresses demolition of the existing 30-foot diameter tank, which must remain online until the new tank is placed into service; selection of this alternate adds 45 calendar days to contract time between substantial and final completion.
