About this opportunity
Wake County Public School System (WCPSS) is requesting proposals for an attendance assessment consulting contract to diagnose chronic absences and design interventions across the district, with proposals due July 20, 2026 at 2:00 p.m. ET through the North Carolina eVendor Portal and a simultaneous public live bid opening via Microsoft Teams. WCPSS is North Carolina's largest school district, serving approximately 161,000 students across more than 200 schools.
The scope encompasses a twelve-month engagement beginning with the 2026-2027 school year to establish a leadership-driven, cross-departmental attendance task force; develop and deliver professional learning strategies through group professional development, learning communities, and targeted coaching for district and school leadership; and consult on development and implementation of a year-round community-wide attendance communications campaign. The vendor must submit a detailed project timeline outlining phased rollout of task force activities, professional development sessions, coaching cohorts, and communications milestones, along with a description of assessment methodology and approach.
Vendors must be licensed and approved to do business in North Carolina, provide customer references demonstrating experience with similar projects, maintain commercial general liability insurance of at least $1 million per Exhibit B, and comply with criminal background check requirements including sexual offender registry checks on all personnel. Pricing must be submitted as a total overall cost inclusive of all fees and related expenses on the vendor's own form and format.
Written questions are due July 10, 2026 at 11:00 a.m. ET, with WCPSS responses posted by July 13, 2026. Required submittals include the signed execution page, completed attachments A and B, customer references with contact information, assessment methodology description, project timeline, and cost proposal. WCPSS reserves the right to reject any and all proposals, conduct interviews with finalists, and enter into direct negotiations as deemed in the district's best interest.
