Bidders must submit a bid bond equal to 5% of the total bid and demonstrate the ability to provide performance and labor and material payment bonds for 100% of the bid amount. All bidders are required to be pre-qualified prior to contract award, with pre-qualification review including financial statements, safety records, and litigation history as detailed in specification section 006200. The project is 100% state-funded and requires prevailing wages and certified payroll. Public Act 10 of 2023 mandates that all contractors and subcontractors complete annual registration with the Department of Labor and Economic Opportunity (LEO) and provide proof of registration to the District.
