About this opportunity
Moore County Schools Board of Education in North Carolina is requesting sealed bids for retrofit and upgrade of LED sports lighting systems at two high school athletic fields, with bids due September 25, 2026 at 1:00 p.m. and a pre-bid meeting on September 17, 2026 at 8:00 a.m. at Pinecrest High School Football Stadium in Southern Pines.
Bidders must hold an unlimited state license from North Carolina and demonstrate experience with comparable sports lighting installations completed within the last five years. The scope encompasses removal of existing lighting fixtures, installation of new high-efficiency LED systems, reuse of existing poles where feasible, mounting brackets and hardware, in-pole wiring and electrical components, system aiming and commissioning, and work-schedule coordination to minimize school-operations disruption. Lighting systems must meet or exceed foot-candle illumination requirements established by the North Carolina High School Athletic Association, provide uniform field illumination suitable for competition and spectator viewing, and minimize glare and light spill. A formal light test conducted in the presence of the owner, contractor, and lighting representative must confirm all readings meet required levels and uniformities.
Contractors must maintain proof of $2,000,000 per incident and $5,000,000 umbrella insurance policies and comply with National Electric Code Article 250 bonding and grounding requirements. The lighting system warranty must include a minimum five-year manufacturer warranty on fixtures and drivers with coverage for parts and labor, plus contractor workmanship warranty.
Bid submissions must include a detailed energy savings analysis comparing existing system consumption to the proposed LED system, expressed in kilowatt-hours, percentage reduction, and estimated annual utility cost savings, along with maintenance savings projections and fixture life expectancy. An optional alternate for a dynamic lighting effects package including pre-programmed scenes, team entrance effects, goal celebration effects, color-changing capabilities, and mobile or touchscreen control is available with pricing clearly separated from the base bid. Questions are due by September 18, 2026 at 3:00 p.m.
