About this opportunity

Ipswich Public Schools is requesting bids for Phase I construction of a 32-foot by 64-foot athletic field house at Jack Welch Memorial Stadium on the Ipswich Middle/High School campus, with bids due October 8, 2026 at 10:00 a.m. Prevailing wage rates apply.

The scope encompasses a weather-tight shell with doors and windows, interior concrete-masonry-unit partitions, roof framing and shingles, rough plumbing stubbed above slab level, and concrete slab placement with vapor barrier and rigid insulation. The field house will contain two team rooms, public toilet rooms, and a concession area. Construction uses concrete slab-on-grade, insulated CMU exterior walls clad with thin brick veneer, hip roof with prefabricated wood trusses, and aluminum gutters and downspouts. Work must commence on or after October 15, 2026 and complete by June 30, 2027.

Bid submission requires written acknowledgment of scope and prevailing wage requirements, signed bid cost proposal, non-collusion and tax compliance forms, performance and professional references (minimum three from similar work within the past two years), and a certified-check bid deposit of 5% of total bid value payable to Ipswich Public Schools. Bidders must provide Certificate of Insurance for general liability and CORI background checks for contractor employees and agents.

Evaluation follows a four-step process: Step 1 screens for responsiveness; Step 2 assesses contractor quality requirements; Step 3 evaluates pricing and considers only bidders within 25% of the lowest bid; Step 4 analyzes responsibility and performance references. The contract is awarded to the responsive and responsible bidder offering the lowest total overall price. The project is funded through Paine Grant Awards for FY2025 or earlier. An optional site walk-through and Q&A session is scheduled for September 11, 2026 at 9:00 a.m. at the stadium entrance. Questions must be submitted by 10:00 a.m. on July 22, 2026, with responses provided within three business days. Anticipated contract award is October 15, 2026.
