About this opportunity

The Hawaii Department of Land and Natural Resources, Division of State Parks, is soliciting bids for asphalt repair and patching at Wa'ahila Ridge Recreation Area's main driveway on Oahu, with bids due September 11, 2026 and a pre-bid site inspection on September 1, 2026 at 9:00 a.m.

Bidders must hold either a current Class A General Engineering Contractor license or a C-3 Asphalt Paving Contractor license (or C-3a specialty) and maintain a permanent office location with telephone accessibility. Registration with Hawaii Compliance Express is required prior to submission and must remain compliant through contract execution and final payment.

The scope covers fourteen distinct repair areas across the main driveway entrance and exit. Sections 1–4 involve saw-cutting, tree root removal, root barrier installation, subgrade repair, placement of 6 inches of base material, and 2.5 inches of hot asphalt overlay, plus reconditioning and repainting of two speed bumps. Sections 5–14 require saw-cutting and removal of existing asphalt with replacement of 2.5 inches of hot asphalt, with allowance for reuse of existing asphalt as sub-base material where appropriate. Unit bid pricing must include all labor, materials, transportation, and applicable taxes.

The project term is three months from Notice to Award, with work completion required within nine months from purchase order commencement or as directed by the Oahu District Superintendent. The park will remain closed during work execution, with a preference for completion within three days. Contractors must maintain Commercial General Liability insurance of $1 million combined single limit per occurrence and $2 million general aggregate, plus Automobile Liability coverage of $1 million per occurrence, with the State named as additional insured. A performance bond equal to the contract award amount is required and will be retained until project completion. Liquidated damages are assessed at $100 per calendar day for failure to meet completion deadlines.
