About this opportunity

The Virginia Department of Transportation (VDOT) is soliciting bids for asphalt patching, milling, and incidental paving services on primary and secondary routes in Henry and Patrick Counties within the Martinsville Residency of the Salem District, with bids due July 31, 2026. A Small Business Subcontracting Plan is required unless the bidder holds small/micro business certification from the Department of Small Business and Supplier Diversity (DSBSD) at bid closing.

Awards will be made on a grand total per lot basis: Lot 1 (Henry County) and Lot 2 (Patrick County). Contractors may bid on both lots but must demonstrate capacity to service each awarded lot. Work is performed on an on-call, as-needed basis in accordance with 2020 VDOT Road and Bridge Specifications.

The scope includes ten bid line items covering asphalt patching on multi-lane and two-lane primary and secondary roads (priced per ton placed) and flexible pavement milling at varying depths (priced per square yard). Contractors provide all equipment, labor, tools, qualified operators, and traffic control. VDOT furnishes asphalt materials; contractors haul from VDOT-selected plants and cover equipment, labor, traffic control, and disposal costs within unit pricing. A 100-ton minimum order applies to asphalt patching (pay for tons placed or 100 tons minimum, whichever is greater, unless equipment breakdown causes non-payment); a 350-square-yard minimum applies to milling operations. Night work mobilization fees are $150 per project; emergency response fees are $2,000 per call-out for response within four hours.

Contractors must maintain workers' compensation insurance and commercial general liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate. Prevailing wage rates apply per Virginia Department of Labor and Industry determinations. Bid pricing must be firm unit prices per line item. An optional pre-bid conference is scheduled for July 20, 2026 at 10:00 AM EDT via Microsoft Teams. Questions are due July 24, 2026 at 3:00 PM EDT. A virtual public bid opening is scheduled for August 3, 2026 at 10:00 AM EDT. The contract term runs from award through one year with renewal options. Electronic submission via eVA is required; vendor transaction fees cap at $500 for DSBSD-certified small businesses or $1,500 for other businesses.
