About this opportunity

The City of Sun Prairie, Wisconsin, through its Department of Public Works, is seeking a contractor to provide ash tree treatment services targeting the Emerald Ash Borer (Agrilus planipennis) invasive beetle. The procurement is a Request for Bids (RFB) for trunk injection treatments using Tree-age, a micro-encapsulated liquid formulation containing 4% Emamacetin Benzoate, specifically designed for ash tree protection. The project encompasses approximately 623 trees located on street terraces and park land in open lawn areas, with a total estimated 6,415 diameter breast height (DBH) inches of trees ranging from 7 to 30 inches in diameter. Bidders were encouraged to submit proposals for any or all treatment blocks, with the final number of trees and treatment volume to be determined by the City after a pre-treatment health review. The bid was due by 2:00 p.m. local time on March 15, 2018, with a public bid opening scheduled for the same date at City Hall. The contract completion date is set for November 1, 2018, with liquidated damages of $500 per day for delays beyond this deadline, and contractors must commence work within fourteen days of receiving the Notice to Proceed.

No specific set-aside designations for disadvantaged businesses were identified in the procurement documents. Bidders must provide evidence of Wisconsin business qualification or commit to obtaining such qualification prior to award. The contract requires comprehensive insurance coverage, including Worker's Compensation per Wisconsin law, Commercial General Liability of $1,000,000 per occurrence, Automobile Liability of $1,000,000, Umbrella Liability of $5,000,000, and Professional Liability of $1,000,000 per claim. Contractors must maintain detailed pesticide application records in compliance with Wisconsin Department of Agriculture, Trade and Consumer Protection regulations and submit copies to the Parks & Forestry Supervisor upon project completion. While the specific contract value is not disclosed, the extensive tree treatment scope and comprehensive requirements suggest a potentially significant contract value. The City reserves the right to reject any or all bids and to negotiate contract terms with the successful bidder, with the awarded bid remaining valid for sixty days following the bid opening.
