About this opportunity
The School District of Palm Beach County, Florida is requesting proposals for asbestos abatement services across its school system under RFP 27C-009V, with proposals due September 25, 2026 at 2:00 PM EST. The District strongly encourages participation by Small Business Enterprise (SBE) subcontractors certified by the School District of Palm Beach County; the RFP assigns 10 points of 100 to SBE participation as an evaluation criterion.
The scope encompasses all labor, materials, supplies, and equipment necessary to provide comprehensive asbestos abatement services in compliance with District Technical Specifications (dated July 2026) and applicable federal regulations, including Toxic Substance Control Act II, 40 CFR Parts 61, 63, and 763, and 29 CFR 1910 and 1926. Work will be performed after school hours, on weekends, and during summer and winter breaks when students are not present. The District serves more than 193,000 students across 182 schools.
The contract term is three years from award with two optional one-year renewals at the District's sole discretion. All multiplier and hourly rates remain firm throughout the initial term and any renewal periods, though the District reserves the right to make equitable adjustments for extreme and unforeseen marketplace volatility meeting specific criteria. Pricing is evaluated separately after all other criteria are scored. Proposals must score a minimum of 65 points to be recommended for award.
Evaluation criteria are: Experience and Qualifications of the Firm (25 points), Qualifications of Proposer's Staff (25 points), Approach/Methodology (20 points), and Time of Completion (20 points). Proposers must hold Florida asbestos abatement contractor licensure through the Florida Department of Business and Professional Regulations, provide three years of audited financial statements, and ensure all awarded personnel undergo Level 2 FDLE background checks and FBI screening including fingerprinting under the Jessica Lunsford Act. The Evaluation Committee meets October 8, 2026 at 9:00 AM EST with potential oral presentations October 9 at 1:00 PM EST. Intent to award posts October 12, 2026. Proposals submit electronically through BidnetDirect.com.
