About this opportunity

White Plains City School District is requesting sealed bids for asbestos abatement services districtwide under a time-and-material contract, with bids due May 14, 2026 at 1:00 p.m. to be opened publicly at the District's Business Office at 5 Homeside Lane, White Plains, New York. Bidders must register with the New York State Department of Labor and comply with prevailing wage rates (PRC# 2025015520) under Labor Law Section 220-i; unregistered bidders face bid rejection.

The scope covers removal, packaging, transportation, and disposal of asbestos-containing materials across all district properties in compliance with applicable federal, state, and local regulations. Work is scheduled during summer break (July 1–15, 2026 for initial projects) during regular business hours (Monday–Friday, 8:00 a.m. to 4:00 p.m.) with no interference to school operations. Bidders must demonstrate at least five years of continuous commercial service experience in comparable work, provide references from school districts, submit the last three years of audited financial statements, obtain and maintain specified insurance per Appendix A, and hold proper licensure and certification.

The contract term runs July 1, 2026 through June 30, 2027, with the Board of Education holding a unilateral option to extend or renew for two consecutive twelve-month periods not to exceed thirty-six months total. The District reserves the right to apply inflationary increases not exceeding the Consumer Price Index. Bid security of $500.00 in the form of a bid bond or certified check is required. Pricing shall be unit-priced on a time-and-material basis with all costs including labor, equipment, materials, transportation, and tools. Performance and payment bonds are waived. The District guarantees no minimum or maximum purchase amount and reserves the right to waive informalities, reject any or all bids, accept parts of bids from multiple bidders, or obtain services through other legally available means if lower pricing is available through state or county contracts.
