About this opportunity

The County of Los Angeles Department of Beaches and Harbors is conducting a Request for Statement of Qualifications (RFSQ) to establish Master Agreements for as-needed septic tank maintenance services at county-owned or operated beaches. The procurement seeks qualified vendors to provide comprehensive septic system services, including emergency and routine maintenance, pump outs, septic system repairs, effluent and groundwater sampling, and associated reporting. Vendors must demonstrate a minimum of five years of relevant experience within the last ten years and provide manufacturer-authorized training certificates specific to the septic systems they will service. The evaluation of potential contractors will be based solely on qualifications rather than competitive pricing. The initial submission deadline is set for 5:00 p.m. on December 23, 2024, though the County will continue to accept Statements of Qualifications (SOQs) throughout the duration of the Master Agreement. Interested vendors can access detailed information through the County's procurement portal at doingbusiness.lacounty.gov and the Department of Beaches and Harbors website at beaches.lacounty.gov/request-for-proposals/. Additional inquiries should be directed to Jean Dao at Contracts@bh.lacounty.gov.

The procurement documents do not specify any specific set-aside designations or restrictions on participating organizations. No information is provided about incumbent vendors or existing infrastructure requirements. The County reserves the right to modify the terms and conditions of the RFSQ, including minimum qualifications, and maintains the ability to cancel the solicitation at its discretion. While specific award values or budget ranges are not disclosed in the available documentation, the Master Agreement is designed to provide as-needed septic maintenance services across multiple County beach locations. Vendors will be selected based on their demonstrated expertise, experience, and technical capabilities in septic system maintenance. The continuous acceptance of SOQs suggests the County intends to maintain a pool of qualified vendors who can be called upon as needed for septic maintenance services.
