About this opportunity
The City of Jacksonville, Florida is requesting qualifications for continuing, as-needed professional services across multiple disciplines for miscellaneous public works projects, with qualifications due July 30, 2026. A 20 percent Jacksonville Small and Emerging Business (JSEB) participation goal applies as a set-aside requirement.
The scope encompasses professional engineering, architecture, surveying and mapping, landscape architecture, planning, environmental, geotechnical, construction administration, and related professional services on a continuing, non-exclusive basis. Services will be assigned through individual work orders for projects including building design, infrastructure, environmental assessments, and facility planning. Individual project assignments are limited to those with estimated construction costs not exceeding $7.5 million, or $500,000 for study-type deliverables.
The contract will be awarded to multiple firms with an initial five-year term and no renewal options. Compensation is negotiated work-order basis using proposed rate schedules; overhead rates are capped at 175 percent of direct labor unless supported by a governmental audit certified by a Certified Public Accountant, not to exceed 200 percent. Rate increases during contract performance are limited to actual Consumer Price Index adjustments. The City makes no guarantee regarding the volume of work assigned.
Only firms achieving a minimum evaluation score of 70 points will be eligible for award. Evaluation criteria emphasize team structure, key personnel qualifications and availability, relevant project experience, professional registrations, firm capacity, and JSEB certification status. Respondents must demonstrate legal authorization to conduct business in Florida, appropriate professional licensure or registration, and must obtain a City of Jacksonville Local Business Tax Certificate prior to contract execution. A non-mandatory pre-bid meeting is scheduled for June 18, 2026 at 10:00 AM via Microsoft Teams (note: this date precedes the posted date and appears to have already occurred).
