About this opportunity
The County of San Diego Department of General Services is requesting quotes for as-needed HVAC automation controls repair and maintenance services at nine County locations, with quotes due July 30, 2026 and a small-local business set-aside reserved exclusively for firms certified under Board Policy B-53.
To be eligible, offerors must hold an active California State License Board Classification C-20 Warm-Air Heating, Ventilating and Air-Conditioning Contractor license and maintain current registration with the California Department of Industrial Relations. The contractor must deploy a minimum of five factory-trained Siemens technicians with at least three years of experience and provide 24/7 emergency response with four-hour response times for critical emergencies and 24-hour response for non-emergency conditions.
The scope spans scheduled and emergency maintenance, operator coaching, technical support, data protection and recovery, and automation repair and maintenance across nine facilities: South Bay Regional Center, Polinsky Children's Center, North County Regional Center, Law Library, County Operations Center, Central Jail, Health Services Center at Rosecrans, East Mesa Detention Facility, and East Mesa Juvenile Detention Facility. The RFQ provides a detailed list of maintained equipment for each location.
The contract runs for an initial one-year term beginning July 1, 2026, with four optional one-year renewal periods through June 30, 2031, plus incremental extensions of one to six months at the County's discretion. Compensation is time-and-materials with fully burdened hourly labor rates; replacement parts and rented equipment are reimbursed at actual cost upon submission of itemized receipts. Individual task orders cannot exceed $50,000; those between $25,000 and $50,000 require payment and performance bonds equal to 100 percent of the task order value. No maximum contract value is specified.
Questions are due July 15, 2026 at 5:00 p.m. Site visits are permitted but not mandatory. No formal bidders conference is scheduled.
