About this opportunity

The County of Los Angeles Department of Parks and Recreation is seeking qualified vendors to enter into Master Agreements for as-needed Golf Course Operation Services. The procurement is specifically designed to create a pool of vendors capable of providing comprehensive maintenance and operation services for one or more county golf courses. Minimum qualifications for contractors include a minimum of five years of experience within the last ten years, concurrently operating and managing at least three golf courses, with three of those years occurring within the past five years and involving public facility management. The services encompass full golf course operations, including banquet room, pro-shop, and coffee shop management. Statements of Qualifications (SOQs) were originally due by 12 noon on Monday, April 1, 2019, at the Department of Parks and Recreation Contracts Division located at 1000 South Fremont Avenue, Unit #40, Building A-9, Alhambra, California 91803. SOQs received after the initial submission deadline would be evaluated after the initial Master Agreements were executed. Interested vendors were directed to download the complete Request for Statements of Qualifications (RFSQ) from the county's website at http://doingbusiness.lacounty.gov/.

The solicitation does not explicitly outline specific set-aside designations or restrictions on respondent types. The procurement appears open to qualified vendors with the requisite golf course management experience. While no specific budget range or award value is detailed in the provided documents, the contract is structured as a Master Agreement allowing for as-needed golf course services across multiple county facilities. The county demonstrates a commitment to accessibility, with provisions under the Americans with Disabilities Act (ADA) to accommodate participants with disabilities, including providing sign language interpretation and alternative format materials upon three-day notice. The procurement process emphasizes technical qualifications over specific enterprise designations, with a focus on verifiable operational experience in golf course management. No incumbent vendors or existing technology integration requirements are explicitly mentioned in the available documentation. The solicitation represents a strategic approach by the County of Los Angeles to establish a flexible, qualified vendor pool for ongoing golf course operational needs.
