About this opportunity

The County of Los Angeles, through its Internal Services Department (ISD), is issuing a Request for Statement of Qualifications (RFSQ) to establish Master Agreements for as-needed elevator and escalator maintenance services. The procurement seeks to supplement existing ISD staff capabilities with qualified external contractors who can provide comprehensive conveyance equipment maintenance. Required services include 24/7/365 emergency response with a mandatory 2-hour maximum response time for occupied elevator calls, major equipment repairs, scheduled preventative maintenance aligned with the County's Conveyance Maintenance Control Program, and elevator cab refurbishment services. Contractors must demonstrate technical qualifications, relevant industry experience, appropriate licensing and certifications, and adequate insurance coverage. Evaluation criteria will likely focus on contractors' proven capabilities in emergency responsiveness, technical expertise, maintenance track record, and ability to meet stringent service level requirements. The solicitation was posted on July 12, 2020, with a proposal due date of January 16, 3025, indicating an extended procurement timeline that allows for comprehensive vendor assessment.

While specific set-aside designations are not explicitly detailed in the provided documents, the procurement appears structured to allow multiple vendors to qualify, suggesting an open and competitive process. The Master Agreement approach enables the County to maintain flexibility in engaging contractors based on specific facility needs and service demands. Contractors will be expected to provide on-call personnel capable of responding to emergencies, performing complex repairs, and executing comprehensive preventative maintenance across various County facilities. The solicitation does not specify an exact award value or budget range, but the broad scope of services and potential multi-facility coverage suggests a significant potential contract value. The procurement is designed to ensure continuous, high-quality maintenance of the County's elevator and escalator infrastructure, with an emphasis on rapid response, technical proficiency, and operational reliability. By establishing multiple Master Agreements, the County aims to create a robust, responsive maintenance ecosystem that can adapt to evolving facility management requirements.
