About this opportunity
The Los Angeles County Department of Beaches and Harbors is seeking qualified economic consultants through a Request for Statement of Qualifications (RFSQ) to establish Master Agreements for as-needed economic consulting services. The primary focus of these services is to assist departmental staff in managing real property assets located in Marina del Rey and on County-owned or operated beaches, with specific emphasis on development, purchase, sale, and leasing of commercial real property. Prospective consultants must demonstrate a minimum of five years of experience in economic consultation, providing expert advice to both public and private entities involved in commercial real estate transactions. The initial submission deadline for Statements of Qualifications (SOQs) is set for March 3, 2021, at 2:00 p.m., though the County will continuously accept SOQs throughout the duration of the Master Agreement. Interested vendors must submit their qualifications through the Los Angeles County doing business portal (doingbusiness.lacounty.gov) or the Department of Beaches and Harbors website (beaches.lacounty.gov), with further inquiries directed to Angelica Vicente at AVicente@bh.lacounty.gov.
The RFSQ does not specify any specific set-aside designations or restrictions on responding organizations beyond the minimum five-year experience requirement. No incumbent vendors or existing contractors are mentioned in the documentation. The procurement is structured as an as-needed Master Agreement, which suggests flexibility in engagement and potential scope of work. While specific award values or budget ranges are not explicitly stated, the continuous acceptance of SOQs indicates the County's intent to maintain a pool of qualified economic consultants for future project needs. The County reserves the right to cancel the RFSQ and modify any terms and conditions, including minimum requirements, which provides additional flexibility in the procurement process. Potential consultants should carefully review the full RFSQ documentation to understand the complete scope of requirements and potential opportunities for economic consulting services with Los Angeles County.
