The scope encompasses trenchless rehabilitation of gravity sewer mains ranging from 8 inches to 36 inches in diameter and 4-inch and 6-inch sewer laterals throughout the 160-mile collection system. Services include sanitary sewer cleaning, CCTV inspection, CIPP lining and installation, lateral lining, cleanout installation, post-inspection, and ancillary services such as bypass pumping and maintenance of traffic. Unit pricing is required for mobilization/demobilization, CCTV inspection services by pipe diameter, CIPP lining and installation with various thickness options, and related services.

The contract has an initial three-year term with the option to renew for two additional one-year periods at the city's sole discretion. Price escalations are limited to 5 percent annually and must be supported by the U.S. Bureau of Labor Statistics Employment Cost Index. A local preference policy allows up to 1 percent of the lowest bid for qualifying local bidders, not to exceed $2,500. Questions are due September 14, 2026 at 2:00 p.m.

Opportunity text

The City of Plant City owns and operates an extensive wastewater collection system consisting of approximately 160 miles of gravity sewer mains, ranging in diameter from 8 inches to 36 inches, and 4inch and 6inch sewer laterals. Maintaining the integrity and performance of this aging infrastructure is essential to ensuring reliable wastewater conveyance, minimizing inflow and infiltration (I & I), and meeting evolving regulatory requirements.

To support compliance with Rule 62-600.705(2), F.A.C. and to advance the Citys longterm asset management goals, the City of Plant City intends to establish an annual contract for curedinplace pipe (CIPP) lining services. The selected contractor(s) will provide trenchless rehabilitation of existing gravity sewer mains throughout the collection system. Work under this contract will include, but not be limited to, CIPP lining, point repairs, reinstatement of service laterals, and related preparatory and restoration activities.
