About this opportunity

The Washington State Health Care Authority is issuing RFQQ 2026HCA01 to solicit bids from qualified entities for as-needed Behavioral Health and Recovery Training and Support Services supporting workforce development, with proposals due October 1, 2026. This is a re-issuance seeking new qualified bidders.

The scope encompasses training and support services across the behavioral health continuum — prevention through recovery, including mental health and substance use disorder services — delivered through education, consultation, coaching, curriculum development, conference coordination, and technical assistance to the behavioral health workforce. Services are purchased on an as-needed basis through individual work orders executed prior to performance.

The contract term runs from a start date to be determined through June 30, 2029, with an optional extension through June 30, 2031 by mutual written amendment. Compensation is deliverable-based and contingent on HCA review and approval prior to payment. Contractor travel is reimbursed per Washington State employee guidelines and included within work order amounts. Invoices are due within 45 calendar days of deliverable completion or month-end.

The HCA encourages diverse business participation through a Diverse Business Inclusion Plan requiring bidders to identify anticipated usage of state-certified minority, women, and veteran-owned businesses, as well as Washington small businesses. Bidders must hold Washington Small Business and Certified Veteran-Owned Business certifications registered in WEBS where applicable.

Bidders must submit comprehensive certifications including debarment status, wage-payment compliance, conflict-of-interest disclosures, and attestations regarding fraud or embezzlement convictions within the past ten years, contract defaults within the past five years, and wage violations within the past three years. Compliance with Washington Governor's Executive Order 18-03 regarding worker's rights and arbitration clauses is required.

Contractors must maintain commercial general liability insurance of $1 million per occurrence / $2 million aggregate, professional liability errors and omissions insurance of $1 million per claim / $2 million aggregate, and automobile liability of $1 million per occurrence. Work products and deliverables are owned by HCA. The bid submission period extends 120 days from the due date or until contract start, whichever occurs first.
