About this opportunity
The Washington State Health Care Authority (HCA) is requesting qualifications and quotes from qualified entities and individuals to provide behavioral health and recovery training and support services on an as-needed basis for ongoing workforce development, with proposals due October 1, 2026.
The solicitation establishes an as-needed convenience contracting vehicle allowing HCA to issue individual work orders for specified services without predetermined service volumes. Services include education, support, conference coordination, consultation, coaching, curriculum development, and technical assistance delivered to the behavioral health workforce across the state. HCA reserves the right to select multiple award recipients and will issue work orders as organizational needs arise.
Bidders must complete comprehensive certification and disclosure forms in Exhibit A, including legal business name, UBI number, primary contact information, and signatory authority. Bidders are required to disclose procurement or financial-related convictions within ten years, contract terminations for default within five years, federal or state debarment status, wage payment violations within three years, and conflicts of interest involving current or former state employees. Bidders must also complete a Diverse Business Inclusion Plan indicating anticipated use of state-certified minority, women's, veteran, and small businesses with applicable percentage allocations. Washington Small Business or Certified Veteran-Owned Business status must be verified through WEBS and the Washington Department of Veterans' Affairs. Compliance with Executive Order 18-03 regarding worker's rights and mandatory arbitration clauses is required.
The initial contract term runs from a date to be determined through June 30, 2029, with an optional extension through June 30, 2031. Compensation is deliverables-based through individual work orders, subject to HCA review and approval prior to payment. The contractor must maintain commercial general liability insurance ($1 million per occurrence / $2 million aggregate), professional liability coverage ($1 million per claim / $2 million aggregate), business automobile liability ($1 million combined single limit), and industrial insurance coverage. Federal funding may apply to certain work orders, requiring SAM registration, UEI maintenance, and federal subrecipient compliance. Firm offer validity is 120 days from the bid due date or until contract start date, whichever occurs first.
