About this opportunity

The Texas Health and Human Services Commission is requesting bids on as-needed concrete work and services for the Lufkin State Supported Living Center, located at 6844 North US Highway 69, Pollock, Texas, under IFB HHS0017302, with bids due July 17, 2026 at 10:30 AM Central Time. A HUB Subcontracting Plan (non-waivable) with a 32.9% HUB utilization goal is mandatory; bids without a properly completed HSP will be disqualified.

The scope encompasses full phases of concrete work—site preparation, formwork, reinforcement placement, pouring, finishing, joint sawing, form removal, and demolition of unreinforced slabs—with concrete strength specifications ranging from 3000 to 5000 psi per project plans. A supervisor must be onsite during all work. The contractor must be located within 60 miles of the facility, provide one-year workmanship warranty, and furnish all labor, equipment, materials, and supplies. Excluded services are landscaping, grading outside the immediate work area, utility relocation, underground obstruction removal, soil testing, engineering, and permits unless specified. Work is required Monday through Friday, 8 a.m. to 5 p.m., with a four-hour response requirement for service calls and two-hour response for emergencies.

Bidders must provide pricing on Exhibit C with unit rates for concrete work per square foot, concrete services at standard, overtime/holiday, and emergency hourly rates, supervisor rates at the same three tiers, and parts/materials markup (0.01% to 90%). Pricing must be firm and fixed for the contract term. The initial contract runs September 1, 2026 through August 31, 2029, with one extension option of up to one year at HHSC discretion.

Minimum qualifications: five years relevant experience; assigned personnel with at least one year relevant experience and age 18 or older; three verifiable references for similar work within the last three years. Required insurance includes workers' compensation, commercial general liability ($1 million per occurrence, $2 million aggregate), commercial automobile liability ($1 million combined single limit), professional liability ($1 million), and umbrella liability ($1 million). Questions due July 2, 2026; HSP courtesy review due July 10, 2026. Award is contingent upon HHSC Executive Commissioner approval. Anticipated start date is September 1, 2026.
