About this opportunity
The City of Calabasas is requesting proposals for as-needed catch basin maintenance services under an RFP with proposals due September 30, 2026, for a five-year contract term with up to two optional one-year extensions. The contractor must be registered and qualified to perform public work pursuant to California Labor Code Section 1725.5 and comply with prevailing wage requirements monitored by the California Department of Industrial Relations.
The scope encompasses inspection and cleaning of approximately 573 retrofitted catch basins located in the public right-of-way, with mandatory annual cleaning between July 1 and September 1; removal of debris, dirt, sediment, vegetation, and substances causing blockages; and emergency call-out response. The City may request up to 286 additional cleanings per year and cleaning services for City-owned Best Management Practices, including green streets biofiltration medians and permeable pavers. All disposal costs are included in the contractor's bid price.
The cost proposal structure includes five line items: traffic control (lump sum per year), catch basin cleaning per unit, alternate additional catch basin cleaning services per unit, alternate biofiltration swale cleaning (per 15,000 square feet), and alternate permeable paver deep cleaning (per 15,000 square feet). No minimum compensation is guaranteed; the City will issue project-specific Task Orders at its sole discretion, with compensation not to exceed the amount specified in the contract except through formal City Council amendment if the increase exceeds ten percent of the contract sum or $25,000.
Evaluation criteria are: qualifications of firm and experts assigned (20 points), experience (10 points), references (15 points), understanding of work (15 points), approach, methodology, and timelines (20 points), and overall cost (20 points). The City reserves the right to reject any or all proposals, request additional information, and negotiate staffing and hourly rates with the preliminary selected contractor. Consultant interviews are noted as not applicable; consultant selection is scheduled for October 14, 2026, with contract award on October 28, 2026. Questions were due September 15, 2026. The contractor must obtain comprehensive insurance including general liability ($2 million per occurrence), worker's compensation, automotive liability ($1 million), and pollution liability ($1 million per claim / $2 million aggregate), with performance and payment bonds at 100% of contract sum if compensation exceeds $25,000.
