About this opportunity
The Port of Oakland is requesting proposals for on-call asbestos and lead-based paint consulting services on an as-needed basis, with proposals due August 27, 2026 at 11:00 a.m. Pacific Time. The Port intends to award up to three contracts with initial three-year terms and two optional one-year extensions, not to exceed five years total.
Respondents must hold Cal/OSHA certifications for asbestos consulting and site surveillance, DHS-Lead certifications, and XRF-Spectrum Analyzer training, with demonstrated experience in hazardous materials assessment. Work encompasses surveys, abatement oversight, hazardous material identification, and regulatory consultation across Port facilities including the seaport, airport, and commercial properties.
The Non-Discrimination and Small Local Business Utilization Policy offers preference points up to 15 points for certified local and small businesses. Living Wage requirements under Oakland City Charter Section 728 apply if the contract exceeds $50,000 and employs more than 20 workers spending more than 25 percent of time on Port work; the current rate is $20.97 per hour without health benefits or $18.26 with benefits as of July 1, 2026.
Pricing shall be provided on an hourly rate basis for various staff classifications, with additional fees for laboratory analysis and air testing. Annual hourly rate increases are permitted but cannot exceed the lesser of actual labor cost increases or the Consumer Price Index for the San Francisco-Oakland-San Jose area, capped at 3.5 percent, effective only after twelve months and on January 1st of subsequent years.
Evaluation criteria by weight: required forms and debarment status (pass/fail); company information and litigation history (10 percent); knowledge and experience (35 percent); plan and approach (25 percent); proposed costs (15 percent); and NDSLBUP commitment (15 percent). A non-mandatory pre-proposal meeting is scheduled for August 11, 2026 at 10:00 a.m. Pacific Time via Zoom. Written questions are due August 14, 2026 at 4:00 p.m., with responses provided by August 19, 2026. Consultants must maintain professional liability insurance and comply with all applicable federal, state, and local laws; work product becomes Port property.
