About this opportunity
The Hawaii State Foundation on Culture and the Arts (SFCA) is requesting proposals for administrative support services for the Arts Education for Healthy Communities Initiative, a grant program delivering arts education to underserved communities across all Hawaiian islands, with proposals due October 3, 2026 at 2:00 p.m. Hawaii Standard Time via the Hawaii Electronic Procurement System (HIePRO). Contractors must be Hawaii-incorporated entities—a hard eligibility filter.
The scope encompasses grant program management across five phases: grant development (October–November 2026), application processing (November–December 2026), application review and panel facilitation (January 2027), grant implementation with onboarding and site visits (February–August 2027), and final reporting (September 2027). The contractor will manage and distribute SFCA funds to teaching artists partnering with community centers, libraries, and houseless shelters statewide. Contractors must demonstrate documented experience in grant administration, contract management, and arts education support.
The SFCA budget allocation is $50,000; contractors must match this with equal or greater funds from other sources. The contract is firm-fixed-price with no price adjustment over the initial term, which runs October 15, 2026 through October 1, 2027, with potential extensions for up to six additional 12-month periods at the same or lower price. A mandatory transaction fee of 0.75% (not to exceed $5,000) applies.
Evaluation allocates 50 points for management approach and key personnel, 30 points for past performance, and 30 points for pricing (10 points for total price, 10 for price reasonableness and realism, and up to 10 for matching funds). Offerors must provide a minimum of three client references. Anticipated award date is October 13, 2026. Contractors must comply with Hawaii tax clearance, unemployment, workers' compensation, and Hawaii Compliance Express registration requirements under Hawaii Revised Statutes Chapter 237.
