About this opportunity
The City of Jacksonville Public Works Department is soliciting sealed bids for Armsdale Road Drainage Improvements – Phase 2, a drainage infrastructure project with bids due September 24, 2026 at 10:00 a.m. Eastern time. A 20 percent participation goal applies to Jacksonville Small and Emerging Businesses (JSEBs), and bidders must satisfy mandatory prequalification and licensing requirements including Florida construction licensure per Chapter 489 Florida Statutes, City of Jacksonville horizontal-category prequalification, a valid Local Business Tax Certificate, and placement on JEA's Responsible Bidders List for applicable water and wastewater utility work categories.
The scope encompasses removal and replacement of existing cross drains on Armsdale Road North near Stations 10+80 and 19+40; installation of elliptical reinforced concrete pipe, endwalls, inlets, outlet pipe, and drainage improvements within the roadway right-of-way and associated drainage easements; outlet protection and riprap placement within the 20-foot unobstructed drainage easement; removal and replacement of existing headwalls, ditch paving, riprap, pavement, sidewalk, and affected improvements; ditch grading and swale realignment; required JEA water main and force main utility adjustments; and erosion and sediment control, maintenance of traffic, pavement marking replacement, and sodding. Work must comply with City of Jacksonville standards, JEA standards, and applicable permit requirements.
The contract is structured in two line-item groups: Part 1 Total Base Bid (Items 1–30) and Part 2 JEA (Items 31–65). Bidders must submit unit and extended prices through the City's 1Cloud e-procurement system. Bid security of five percent of the bid amount (bid bond or certified check) is required; performance and payment bonds equal to one hundred percent of the contract amount are required upon award. The Owner Direct Materials Purchase program applies to material line items totaling $100,000 or more for non-JSEB suppliers and $10,000 or more for JSEB suppliers, with the City purchasing materials directly while the contractor bears payment, performance, builder's risk insurance, and coordination costs. All bid prices must include applicable Florida sales and use taxes as a separate line item. Questions are due September 11, 2026 at 10:00 a.m.; no pre-bid conference is scheduled. The contract term runs from execution through completion and acceptance of the scope.
