About this opportunity
The Louisiana Office of State Procurement, procuring on behalf of the Louisiana Department of Health, is requesting bids for armed security guard services at the Iberville Parish Economic Stability Child Welfare Office in Plaquemine, Louisiana, with bids due July 21, 2026. Bidders must be licensed by the Louisiana State Board of Private Security Examiners — the essential eligibility gate.
The scope comprises one uniformed, armed security officer providing Monday through Friday coverage from 8:00 a.m. to 4:30 p.m. (with visitor and vendor control extending to 5:30 p.m.), totaling approximately 52.5 hours weekly excluding weekends and state holidays. The contract calls for 2,000 hours of regular service and 130 hours of overtime, priced on an hourly-rate basis. Required duties include building-access control, visitor monitoring, panic-alarm response, lobby inspection, and facility closure. The contractor must maintain a minimum of three years of full-time security guard experience, ensure personnel are at least 21 years old with current permanent registration cards on duty, and provide relief guards within two hours of request. All background checks, drug screenings, uniforms, firearms, ammunition, and equipment are the contractor's responsibility at no cost to the State. Permissible firearms include .38 and .357 revolvers and 9mm, .40, and .45 semi-automatic weapons. The contractor must supply 24-hour contact availability, monthly shift reports, auditable payroll invoices with supporting documentation, and quarterly performance examination reports.
The contract begins upon award and runs through June 30, 2027, with options to renew for two additional 12-month periods at the same prices, terms, and conditions, for a total duration not exceeding 36 months. The State will award on an all-or-none basis to the lowest responsive, responsible bidder, though it reserves the right to reject individual line items. Bid prices must be firm for a minimum of 30 days and include all applicable taxes and delivery costs. Bids must be submitted online through the LaGov vendor portal or delivered in non-electronic form to the Office of State Procurement in Baton Rouge. Bid opening is scheduled for July 21, 2026 at 10:00 a.m. Central Time, with virtual Zoom attendance available.
