About this opportunity

Chesapeake Public Schools is requesting proposals for architectural and engineering services to design and oversee construction of a replacement Chesapeake Career Center facility, with proposals due June 18, 2026 at 4:00 p.m. Eastern Time through the OpenGov e-Bidding platform. The District reserves the right to select one or more qualified firms and will conduct competitive negotiations following proposal evaluation.

The facility will serve 700 students per session, with morning and evening class offerings, at 727 Clearfield Avenue in Chesapeake, Virginia. The scope encompasses programming, schematic design, design development, construction documents, special inspections, and full contract administration. The A/E must coordinate with the District to develop programmatic requirements and design concepts supporting workforce development and create spaces with maximum adaptability for evolving program needs. The design must accommodate technology, infrastructure, and hardware provided by other proposers and meet District standards.

Proposers must be licensed to practice architecture and engineering in Virginia and maintain professional liability insurance of $2 million per occurrence, along with workers' compensation and commercial general liability coverage. All drawings, electronic models, and associated documents become District property. No man-hour estimates or fee schedules should be included in initial proposals; pricing will be negotiated separately after selection, with separate cost proposals required for each permissible procurement method (Construction Manager at Risk or Design-Bid-Build).

Design documents are due 15–18 months from award, with the contract potentially extending by mutual agreement. The District anticipates award by August 2026. A non-mandatory site visit is scheduled for June 4, 2026 at 2:00 p.m. at the existing Career Center (1617 Cedar Road). All proposer terms remain valid for a minimum of 90 days after the proposal due date.

Opportunity text

The District requires professional architectural and engineering services for replacement of the existing Chesapeake Career Center. The District reserves the right to select one (1) or more qualified architectural firm(s) to meet our need for a new facility. The Project is intended to provide a facility with a programmed capacity of 700 students at any given time. It is anticipated that there will be a morning set of classes and an evening set of classes, consisting of 700 students each. It will include professional services for programming, design, construction documents, special inspections, and contract administration for all building and site improvements. The design will need to incorporate support for the installation of technology, infrastructure, and hardware being provided by other proposers to meet the Districts standards. The A/E will work with the District to develop programmatic requirements and design concepts that support the most current accepted practices for preparing a future ready workforce with the skills to succeed in their chosen pathways. The A/E will also be expected to design spaces that will provide the greatest amount of adaptability for changes to the facilitys programming as the Districts needs evolve.
