About this opportunity

The Town of Carrboro, North Carolina is soliciting Statements of Qualifications for architectural and engineering design services for a new Town Hall at the Century Center site (100 North Greensboro Street) under RFQ #PW-2026-TH, with submissions due October 9, 2026 at 3:00 p.m. Eastern Time. This is a qualifications-based selection under N.C.G.S. 143-64.31, meaning firms submit SOQs without fee proposals and the Town will negotiate fees with the selected firm.

The scope spans Phase 1 services—project definition, feasibility analysis, programming, existing-conditions assessment, conceptual design, and cost estimating—with the potential for Phase 2 services (final design and construction administration) under a separate amendment contingent on Town acceptance and funding authorization. The Town makes no guarantee Phase 2 will be authorized. Design must preserve character elements of the original building (a former Baptist church) and align with the Town's Downtown Area Plan adopted in November 2025. All firms and subconsultants providing regulated professional services must hold active North Carolina professional licenses.

The Town will evaluate submissions on relevant firm experience (30%), key personnel and project-team qualifications (25%), high-performance building experience (20%), project approach (20%), and references (5%). The design must comply with the Town's High Performance Building Policy. Selected firms must maintain professional liability insurance in amounts to be determined.

A pre-submittal site visit is scheduled for September 28, 2026 at 8:00 a.m. at the Century Center. Statements of Qualifications are limited to 25 single-sided pages, 11-point minimum font, submitted electronically in PDF format. The Town reserves the right to shortlist firms for interviews, request additional information, contact references, and negotiate with the highest-ranked firm.
