About this opportunity
Sarasota County is requesting proposals for architectural design services for a jail addition to the downtown Sarasota Correctional Campus, with proposals due July 27, 2026. The scope spans approximately 15,000 to 20,000 assignable square feet of dormitory-style inmate housing designed to maximize bed capacity within a fixed budget.
The County requires complete professional and specialty services: architecture, civil engineering, structural engineering, landscape architecture, mechanical, electrical, plumbing, fire protection engineering, geotechnical investigations, surveying, correctional safety and security consulting, communications technology design, site lighting, graphic and signage design, and life cycle cost analysis. The facility must comply with Florida Model Jail Standards (FMJS), Florida Corrections Accreditation Commission (FCAC) requirements, and applicable state statutes. The first level must accommodate flexibility for future intake, booking, sally port, and property functions. Design work must accommodate an active correctional campus; the site occupies the southwest corner of Main Street and East Avenue on the decommissioned Central Energy Plant location in downtown Sarasota.
Proposers must be registered with the Florida Department of Business & Professional Regulation to provide architecture services in Florida and must include at least one key personnel member licensed as a registered architect by the Florida Board of Architecture and Interior Design. Preferred qualifications include experience with FMJS and FCAC facilities, key personnel with commercial, industrial, or government facility design experience, and demonstrated experience delivering projects on active campuses with constrained footprints in urban environments.
Professional liability insurance must be $1,000,000 per claim/occurrence, with commercial general liability of $1,000,000 per occurrence/$2,000,000 aggregate and business automobile liability of $1,000,000 combined single limit. The design must comply with Sarasota County sustainability resolutions and green building requirements, including fossil fuel reduction measures per Resolution 2024-016.
The County will evaluate written proposals, conduct discussions and presentations with no fewer than three highest-scoring proposers, and issue a final award recommendation. The contract will utilize a CCNA Specific Project Agreement. An anticipated timeline and draft contract are available on the County's procurement portal at https://procurement.opengov.com/portal/scgov. Construction Manager and Commissioning Agent services will be procured separately.
