About this opportunity

Regional School District No. 15 in Connecticut is requesting qualifications from architecture/engineering firms for comprehensive design and construction administration services for a new Pomperaug Elementary School in Southbury, with responses due July 24, 2026, and a mandatory site walkthrough on July 15. No set-asides or preference programs apply; all vendors are eligible.

The scope encompasses schematic design, design development, and construction documents; coordination with a separately retained Construction Manager; value engineering; agency approvals and filings with the Connecticut Office of Grants Administration; full construction administration through project completion; and phased design to maintain the existing school's operational status during new construction. Final design documents must be completed by December 31, 2027, with building occupancy targeted for August 14, 2030. The project includes enhanced sustainability features.

The Primary Project Manager must demonstrate principal control over at least three similar new construction projects completed on sites with operating schools. Firms must submit detailed project histories, resumes of key personnel, company profiles including ownership structure and D&B numbers, and minimum three references from comparable projects completed within the last ten years, preferably for government clients. Insurance requirements include Workers Compensation, Commercial General Liability at $1,000,000 occurrence limit, Commercial Automobile at $1,000,000, Umbrella/Excess Liability at $5,000,000, and Errors & Omissions at $1,000,000 per claim / $3,000,000 aggregate.

The District may award both the Pomperaug and separately solicited Gainfield Elementary School projects to the same firm. Project funding was approved in a May 2026 referendum. Written questions are due July 17, 2026; District responses will be provided by July 21. Responses must include one signed original, five identical hard copies, and one electronic version. All deliverables become exclusive District property under U.S. Copyright Law. Contact Joseph Martino, Director of Finance & Operations, at jmartino@region15.org.
