About this opportunity
Greenville County, South Carolina is requesting qualifications for architectural and engineering design services for a kitchen renovation project at the Greenville County Detention Center under RFQ #27013, with sealed qualifications due September 18, 2026 at 3:00 p.m., and a mandatory pre-proposal meeting and facility walkthrough on September 1, 2026 at 10:00 a.m.
The scope encompasses design and construction documentation for kitchen renovation including new flooring, drains, ventilation, food service equipment, plumbing, electrical, and structural work. The awarded firm will provide consultation and existing-conditions assessment, project design and construction documents, review of shop drawings and submittals, assistance with bidding and construction bid document preparation, a recommendation on qualified general contractor selection, construction management, and construction inspection and project closeout. The firm's assessment will inform equipment retain-versus-replace decisions, though the County retains final authority. A critical operational constraint is the requirement to maintain continuous kitchen operations throughout construction; no alternate food preparation facility is available.
The County will negotiate a fair and reasonable fee with the highest-scoring firm following evaluation; no fixed contract price is specified. If satisfactory agreement cannot be reached, the County may proceed to negotiate with the next-scoring firm. Evaluation occurs in two phases. Phase 1 assesses firm qualifications, key personnel experience, scope understanding, design approach, relevant jail or detention kitchen project experience, specialty consultants, responsiveness, and litigation history — each weighted at 12.5 percent. Phase 2 may include oral interviews and presentations for shortlisted firms.
The County requires comprehensive general liability insurance of $1,000,000 per occurrence with $2,000,000 aggregate, $1,000,000 automobile liability, and statutory workers' compensation. Proposers must comply with South Carolina law, including the Illegal Immigration Reform Act, Prison Rape Elimination Act, Americans with Disabilities Act, and asbestos management requirements. Respondents must submit at least three references from similar projects and a County Substitute W-9 form. Questions are due September 4, 2026 at 5:00 p.m. The tentative award date is October 2, 2026, with contract negotiations scheduled October 2–20 and Notice to Proceed anticipated October 20, 2026.
Opportunity text
The renovation is anticipated to include new flooring, drains, ventilation, and select food service equipment, together with the supporting plumbing, electrical, and structural work. Some existing equipment will be retained and some will be replaced. The specific determination of which equipment is retained, reset and reconnected, relocated, or replaced will be developed collaboratively by the awarded firm and the County during the design process, informed by the firm's existing-conditions assessment; the County retains final decision-making authority over all retain-versus-replace determinations. The awarded firm will provide professional A/E services which may include, but are not limited to: Consultation and existing-conditions assessment; Project design and preparation of construction documents; Review of shop drawings and submittals; Assistance with bidding and preparation of construction bid documents; A recommendation to the County on the best approach for bidding a qualified general contractor; Construction management; and Construction inspection and project closeout.
