About this opportunity
The County of Orange and the Orange County Flood Control District are requesting qualifications for Architect-Engineer (A-E) flood control engineering services to establish a pre-qualified vendor list for county-wide and district-wide task order contracts, with responses due August 13, 2026 at 2:00 PM. This is a pre-qualification solicitation; no cost proposal is required at the SOQ stage, and pricing will be negotiated with selected firms upon written request within ten business days of notification.
Respondents must demonstrate a minimum of three years in business in California, prior similar work in Southern California, and employ duly registered California Professional Civil Engineers. Required services include flood control engineering, hydraulic and hydrologic analyses, design, plan checking, floodplain management, levee recertification, dam inundation studies, letter of map revision preparation, and community rating system support. All deliverables must be prepared under direct supervision and responsible charge of licensed Professional Engineers with appropriate discipline stamps. Work must comply with the Orange County Flood Control Design Manual, Orange County Hydrology Manual, AASHTO Design Manuals, FEMA specifications, and California Labor Code requirements, including prevailing wage obligations.
Evaluation is weighted as follows: qualifications and experience (40 percent), key personnel and staffing (20 percent), availability to perform services (25 percent), SOQ organization and completeness (12.5 percent), and degree of compliance with the County model contract (2.5 percent). Respondents must provide a minimum of five references, including at least three from comparable public sector entities within the past five years. SOQs exceeding 25 single-sided pages will be disqualified. Respondents submitting exceptions to the model contract receive zero points on the compliance criterion.
Contracts will carry a three-year term. The County reserves the right to make multiple awards. Compensation will be structured as time-and-materials with fully burdened hourly rates for various classifications; no price increases are permitted during the contract term. Insurance requirements include $1,000,000 per occurrence commercial general liability, $1,000,000 auto liability, and $1,000,000 professional liability. Questions are due July 16, 2026 at 2:00 PM.
Opportunity text
The County of Orange (County), consisting of 22 agencies and departments, and the Orange County Flood Control District (District) deliver a broad range of services to the residents of Orange County. Services provided include public protection, public health, infrastructure maintenance, and community and social services. As the District relies on County staff to carry out its duties, the District will also be included as a party to any contract(s) resulting from this solicitation. It is the primary responsibility of the County's public works department (OC Public Works) to enrich the community through efficient delivery and maintenance of public works infrastructure, planning, capital improvement and development services.
OC Public Works intends to pre-qualify firms to provide services for Architect-Engineer (A-E) and A-E related County-wide and District-wide services for their various maintenance and capital projects. To satisfy this need, this Request for Qualification (RFQ) process will enable the County to establish Qualified Vendor Lists (QVL) for A-E disciplines to provide those services. The Qualified Vendor List (QVL) will be established through this (RFQ) process and will result in Board of Supervisors awarded contracts with a term of three (3) years. At the conclusion of the contract term, the County may issue a new solicitation to provide additional Contractors the opportunity to compete for future services
The County reserves the right, at its sole discretion, to make multiple awards to respondents for services requested in this solicitation.
