About this opportunity
Montgomery County, Virginia is requesting proposals for architect and engineering services for two closed landfills under RFP #27-04, with proposals due September 3, 2026 at 3:00 p.m. and written questions due August 18, 2026. The County intends to establish one or more terms contracts through competitive negotiation.
The scope encompasses engineering, geological assessments, groundwater monitoring, landfill gas testing, and consulting to meet Virginia environmental regulations at two sites: Ballfields Landfill (SWP #177) adjacent to Authority Drive in Christiansburg, which operated in the 1970s–1980s and has undergone gas and groundwater monitoring since 1999, and Thompson Landfill (SWP #038) at 2366 Den Hill Road in Christiansburg, which operated 1986–1993 with controlled soil cap closure in 1995. The selected A/E firm must demonstrate knowledge of Virginia Solid Waste Management Regulations, expertise in low-flow groundwater sampling, landfill gas remediation, groundwater contamination remediation, geology, bio-augmentation and in-situ chemical oxidation technologies, and ability to maintain landfill compliance cost-effectively.
The initial contract period runs from award through June 30, 2027, with four optional annual twelve-month renewals. Compensation will be negotiated based on scope and professional fees deemed fair and reasonable; no fixed price is specified. Offerors must carry professional liability insurance of not less than $5 million or 5% of estimated contract cost, whichever is greater. Evaluation criteria are weighted as follows: expertise and qualifications of firm personnel (30%), geographical location and workload capacity (20%), special experience in gas remediation, groundwater remediation, and Virginia Department of Environmental Quality coordination (30%), overall suitability and client references (10%), and financial responsibility evidenced by adequate insurance (10%). The County will conduct individual discussions and interviews with two or more qualified offerors before ranking and negotiating with the highest-ranked firm. Offerors must submit one original and three paper copies plus one electronic copy in Word or searchable PDF format, and provide three recent references with similar experience and identify principal engineers and project team members assigned to hands-on work.
