About this opportunity

The City of Santa Fe, New Mexico is issuing a sole-source consulting engagement to Mountain River Consulting, Inc. for application support and technical services related to data conversion and customer information system (CIS) interfaces to update the city's billing system, with a proposal due date of October 17, 2026.

This is a sole-source procurement justified by Mountain River's over 23 years of continuous service to the City of Santa Fe, extensive knowledge of custom modifications and interfaces developed for the city's UCIS and Advanced CIS systems, and prior work on the Advanced CIS implementation project and conversion programs.

The scope covers conversion of J.D. Edwards World UCIS software to Advanced CIS software load files, including pre-conversion queries and reports, execution of Advanced CIS load file programs, CIS data validation spreadsheet updates, data validation review with Advanced staff, and system reviews within Infinity CIS software. The engagement is structured across three conversion cycles, with deliverables broken down as 120 hours for pre-conversion processes, 120 hours for conversion execution, 40 hours for CIS data validation review, 40 hours for Infinity system review, and 80 hours for testing and ticket support per cycle.

The total estimated contract value is $300,000 at $250 per hour for 1,200 consulting hours. The engagement period runs September 10, 2026 through June 30, 2027. Billing is time-and-material with weekly invoices submitted for review and approval, payable upon receipt. Additional reimbursable expenses include local travel, incidental expenses, and meal per diem in accordance with IRS guidelines, plus all travel expenses outside reasonable driving distance. Services exceeding $300,000 require prior written email approval from the city's designated representative, Josie Bolden, before work proceeds.
