About this opportunity

The City of Lakeland is requesting bids on annual supply and delivery of concrete under ITB 2026-ITB-105, with bids due September 25, 2026 at 3:30 p.m. and written questions due September 18, 2026 at 5:00 p.m. A local-vendor preference is available to qualified businesses operating within Lakeland Electric's service territory for at least twelve consecutive months prior to bid submission.

The scope encompasses firm-priced annual delivery of three concrete types — 3000 psi blend mix, Class 1 2500 NS, and excavatable flow-fill — in accordance with Florida Department of Transportation standard specifications for road and bridge construction, 2025 edition, sections 344, 346, and 347. Materials will serve the Public Works Construction and Maintenance Division and other city departments. The projected annual quantity is estimated at 1,000 cubic yards based on prior usage and anticipated needs, though this is not a guaranteed purchase quantity. Bidders must submit pricing on twelve line items including concrete products, fuel surcharge, environmental fee, concrete handling fee, minimum load charge, and fiber and water reducer additives on a per-unit basis.

The contract term is firm and valid through September 30, 2027, with options for four additional one-year renewals upon mutual consent. Electronic bid submission is required through the City's OpenGov e-Procurement Portal. A bid bond or certified check equal to five percent of the bid price must accompany each bid. The successful bidder must furnish a Public Construction Bond in accordance with Florida Statute Section 255.05 within ten days of award and provide proof of insurance including Commercial General Liability and Business Automobile Liability ($1,000,000 per occurrence each) and Workers' Compensation coverage. Bidders must submit W-9, Florida Division of Corporations registration, Hold Harmless Indemnification Agreement, Human Trafficking Affidavit, and minimum three project references completed within the past three years. Award will be made to the lowest responsive and responsible bidder.
