About this opportunity
The City of Jacksonville Parks, Recreation and Community Services Department is soliciting bids on annual restroom improvements at multiple city park locations under ITB 17977-26, with bids due July 17, 2026 at 4:00 p.m. and a mandatory pre-bid conference on July 7, 2026 at 10:00 a.m. at the Edward Ball Building, 214 North Hogan Street. This is a Jacksonville Small and Emerging Business (JSEB) Set Aside requiring all bidders to hold JSEB certification at bid opening.
The scope covers installation, replacement, moving, and reconfiguration of restroom fixtures and components — toilets, sinks, urinals, drinking fountains, hand-washing and paper dispensers, hand dryers, grab bars, changing stations — plus partition work, ventilation, lighting, electrical work, painting, flooring, and carpentry at parks throughout Jacksonville on an as-needed basis. Contractors must furnish all labor, materials, tools, and equipment. Pricing is unit-based, with individual work-order values determined by quoted unit prices. Contractors must provide three references for similar public restroom renovation work completed within the past two years. State of Florida General Contractor and specialty trade licenses (plumbing and electrical) are mandatory, as is a current Jacksonville business license. Work must comply with City of Jacksonville Engineering Design Standards, Florida Building Code, and 2010 ADA Standards for Accessible Design.
The initial contract term is one year with three optional one-year renewal periods, subject to mutual agreement. Award is all-or-none to the lowest responsive, responsible bidder. The JSEB requirement mandates the prime contractor perform at least 40% of total work with its own workforce. A two-person crew with one working supervisor is required for hourly work. Pricing must include freight, delivery, handling, and all applicable taxes. Additional work beyond itemized line items is compensated at the crew hourly rate plus materials at supplier invoice cost with a markup not exceeding 10%. All work includes a minimum six-month guarantee and must commence within two weeks of purchase order issuance, with completion required within sixty days absent an approved extension. Bids must be submitted electronically through the City's 1Cloud e-procurement system.
