About this opportunity

The City of Bristol, Connecticut is requesting bids on annual on-call HVAC maintenance and repair services through September 30, 2027, with bids due August 17, 2026. A geographic preference applies: the City intends to award contracts to one to four firms located within Bristol's borders or not more than twenty miles driving distance from any border of Bristol, to ensure adequate coverage and emergency response capacity.

Services cover heating, ventilation, and air conditioning maintenance and repair on an as-needed basis for municipally owned buildings operated by the City and Bristol Board of Education. Work is limited to projects with estimated costs not exceeding ten thousand dollars; larger projects will be bid separately. The City distinguishes Normal service (four-hour response Monday through Friday, 8:00 a.m. to 5:00 p.m.) from Premium service (two-hour response around the clock, seven days per week). Personnel must hold appropriate Connecticut HVAC licenses — S-1, S-3, or S-7 for Lead Inspectors; S-2, S-4, or S-8 for Journeymen — and work under direct supervision. Helpers and apprentices may be used with joint determination by contractor and City.

Bidders must submit hourly rate pricing for both service categories, organized by role (Lead HVAC Inspector, HVAC Journeymen, Pipe Fitter, Building Automation), plus a material markup percentage. All work must comply with Connecticut Public Act 99-142 wage requirements; travel time and mileage are the contractor's responsibility. The City requires General Liability insurance of one million dollars combined single limit per occurrence and two million dollars aggregate, one million dollars Automobile Liability, and Workers' Compensation as required by law, with the City named as additional insured. The contractor must warrant all work for one year and maintain detailed maintenance records. No bond is required, but subcontracting is prohibited without written City approval. The contract includes options to renew for two additional one-year periods by mutual consent. Prospective bidders may contact the Building Maintenance Supervisor at 584-6289 to examine project sites.

Opportunity text

The City of Bristol is seeking contractors for service and repair of municipally owned HVAC systems, to be performed on an as-needed basis, as requested by the City and Bristol Board of Education for the period through September 30, 2027. Please note that work involving an estimated budget cost of greater than $10,000.00 will be addressed as a separate project, and such work is not considered to be within the scope of this contract. To ensure timely service, the City intends to make awards to a firm that is within Bristol's borders or not more than fifteen (20) miles driving distance from any boarder of Bristol. To best address the volume and range of the Citys service and repair needs, multiple contracts may be awarded.
