About this opportunity

The City of Lakeland, Florida is requesting proposals for annual pump services for flowable concrete and flow-fill on an as-needed basis, with proposals due September 25, 2026 at 4:00 p.m. and a questions deadline of September 18, 2026 at 5:00 p.m. The City intends to award two contracts: a Primary Contractor (highest-ranked respondent) and a Secondary Contractor (second-ranked respondent). A local-vendor preference applies, with 15 evaluation points for Lakeland-based vendors, 12 points for Polk County-based vendors, 10 points for vendors within 25 miles, and 5 points for in-state locations.

The scope encompasses rental and operation of four line items: 2-inch hydraulic trailer pump line pump, 3-inch hydraulic trailer pump line pump, 4-inch hydraulic trailer pump line pump, and 32–34 meter boom pump, priced hourly. The contract runs October 1, 2026 through September 30, 2027 with four optional one-year renewal periods. The Secondary Contractor may be engaged if the Primary Contractor cannot meet service timeframes, if the City deems rates unreasonable, if obligations are unfulfilled, or to obtain competitive pricing on larger assignments. The City retains the right to solicit rates from both contractors and award individual projects to the lowest-cost provider offering acceptable solutions.

Evaluation is weighted as follows: price/total cost (60 points, with 60 points for best price, 40 points for pricing within 15 percent of best price, and 20 points for pricing within 25 percent of best price); delivery schedule and availability (25 points, with 25 points for 24-hour service, 15 points for 24–48 hour service, and 5 points for 2–7 day service); and location (15 points as detailed above).

Respondents must submit a 5 percent bid bond or certified check, obtain commercial general liability and business automobile liability insurance of $1 million each, workers' compensation coverage, and $1 million in excess liability coverage. Upon award, the successful contractor must provide a public construction bond equal to the contract price within ten days. Required submittals include certifications for drug-free workplace compliance, suspension and debarment verification, human trafficking affidavit, and conflict of interest disclosures. Responses must be submitted electronically through the City's OpenGov e-Procurement Portal.
