About this opportunity

The University of Connecticut is requesting Statements of Qualifications from general contractors for participation in its Annual Prequalification Program for General Contractors (APGC2026-2), with proposals due October 13, 2026 at 2:00 p.m. through the HuskyBuy Portal. The University encourages Connecticut-based businesses and is committed to small and minority business participation; prequalified contractors already certified under this program need not re-submit until their certification expires.

Applicants must hold prequalification from Connecticut's Department of Administrative Services in General Building Construction Group B or C. The scope encompasses new construction, renovation, and alteration across the Storrs Campus, regional campuses (Avery Point, Hartford School of Law, downtown Hartford, Stamford, and Waterbury), UConn Health locations in Farmington and satellite sites, and other University properties. Work types include research and teaching laboratories, health service buildings, food service facilities, residential buildings, lecture halls, classrooms, athletics facilities, and historical buildings, with coordination across demolition, earthwork, utilities, concrete, masonry, mechanical, electrical, plumbing, steel fabrication, roofing, glass and glazing, interior finishing, fire protection systems, and equipment installation. Individual Invitations to Bid will target projects valued at $1,000,000 or more; prequalification confers no guarantee of dollar value or number of bids.

Proposers must submit three project examples completed within the past ten years valued at $1,000,000 or more, resumes for key personnel including Project Superintendents and Project Managers, current Supplier Diversity Certificates if applicable, and Major Contractor Registration Certificates for threshold building projects. Upon prequalification, contractors must self-perform not less than ten percent of Total Contract Price and demonstrate good faith efforts to meet project-specific Small Business Enterprise and Minority Business Enterprise spending goals.

Certificates of Prequalification are planned for issuance by October 31, 2026, commencing November 1, 2026 for a one-year term with two optional one-year extensions subject to re-certification. A pre-proposal conference is scheduled for September 23, 2026 at 10:00 a.m. via Microsoft Teams. Requests for Information are due September 30, 2026 at 2:00 p.m. Contact Christopher Peters, Office of Capital Projects and Planning, 860-486-6324 or chris.peters@uconn.edu.
