About this opportunity
The City of Jacksonville, Florida Parks, Recreation and Community Services Division is requesting bids for annual dock maintenance services under ITB 18202-26, with bids due October 5, 2026 at 4:00 p.m. ET and a pre-bid conference on September 23, 2026 at 9:00 a.m. via Microsoft Teams. Mandatory eligibility requirements include proof of local business license (if located in Duval County), three references for marine construction work completed within the past two years, and current State of Florida-issued Marine Contractor, General Contractor, or Building Contractor licensing.
The scope covers repair, restoration, replacement, and improvement of public water access facilities including marinas, docks (fixed or floating), bulkheads, boat ramps, boardwalks, piers, and ramps. Work requirements are determined by field conditions and not based on fixed quantities. The contractor furnishes all labor, materials, tools, equipment, supplies, scaffolding, barges, boats, trucks, fuel, and disposal services. Pricing submission is unit prices and hourly rates on the provided bid form, with a two-person minimum work crew rate for undetermined work, plus material costs at supplier invoice plus up to 10 percent markup for contractor profit and overhead.
The contract term is one year with three optional one-year renewals, subject to approval by both the supplier and the City. All prices must remain firm throughout the contract term. Repairs shall begin within two weeks of purchase order issuance and be completed within sixty days unless extended by agreement. Emergency repairs require mobilization within four hours of notification at 1.5 times the hourly rate. Contractors must comply with OSHA requirements, maintain insurance with the City listed as additional insured, register with E-Verify, and provide a six-month warranty on repairs. The City reserves the right to utilize existing state or other governmental agency contracts for services covered under this bid. Questions are due September 30, 2026 at 9:00 a.m. Award is made to the lowest responsive, responsible bidder on an "all or none" basis.
